Scott Lipps stepping down as Franklin Mayor.

Until I get this thing up and running with actual articles from writers and/or myself.  Here is an article I found in the Middletown Journal.  Scott Lipps will be stepping down as Mayor of the City of Franklin.  He will keep his seat on Franklin City School Council.
